ARCHITECTURE & DESIGN REVIEW COMMITTEE MINUTES
September 20, 2012, 5:45 p.m.

Vice Chairman Sue Larsen called the meeting to order at 5:45 p.m.

1.      Appl. 12-42P, American Eagle Federal Credit Union - request for site plan of development to construct a 2,600 sf credit union on property located at 512 and 530 Buckland Road, Buckland Road Gateway Development zone

Ben Wheeler, Landscape Architect with Design Professionals reviewed the site plan. Also present was Scott Snell for New England Design, the architecture and design build firm.The American Eagle Credit Federal Union is proposing to construct a 2,600 sf credit union on property located at 512 and 530 Buckland Road, Buckland Gateway Development Zone. There are currently two dilapidated houses that will be removed before the site develops.

The site will be accessed from the adjacent site to the south, Dr. Grillo Dentist office entrance, as was required by the Planning and Zoning Commission access management regulations. There are 24 parking spaces proposed and three lanes for the drive through.

The proposed building is set back 65 feet from the road and will have a sidewalk along the Buckland Road frontage with a connection to the walk way to the bank  The landscaping design includes foundation plantings with some ornamental grasses along the parking area facing Buckland Road.  Five shade trees are proposed in parking area. The detention basin to be planted for water quality.

The air conditioner unit will be screened by shrubs along the northern side of the building.  The committee asked if those units could be relocated further back; the applicant replied they were located there because of the layout on the inside of the building. The dumpster enclosure will be screened with arborvitae.  A wooden guardrail will be placed next to the detention basin for safety.

A free standing sign is proposed that will have a brick base with columns and is proposed to be lit.  The applicant will work with the staff to ensure it meets the sign allowance.

The proposed lighting will include 7 poles, 15 feet high with full cut off fixtures.  They are intended to match the existing lighting on the site to the south.

The Committee reviewed the architectural elevations.  The building will have cedar siding of a tan color, a blue awning and architectural shingles.  There will be red brick - 32 inches from the ground.

The Committee had no questions on the proposal and were satisfied with the plans as presented..
